Form 990, Part III, Lines 4a-4d have no entries. You are seeing the error message because this section is empty. You will need to input information here based on the following guidance:

Section 501(c)(3) and 501(c)(4) organizations are required to report the amount of grants and allocations to others, the total expenses, and revenue, if any, for each program service reported.

Solution

1. Open Form 990, Part III.
2. Scroll to the bottom of the page.
3. Enter at least one program in the Lines 4a-4d table.
4. Save your changes.
5. Run validation again.
6. This error should now be resolved.

The IRS requires at least a description for Form 990, Part III, Lines 4a-4d for electronic filing. If you have no programs to report, you can clear this validation error by entering "N/A" in the description on Part III, Line 4a, and saving your changes.
