New York City, Foreign and 'No State' Options in State Module

Question:
There are three jurisdictions in the State Module list that will not produce a form when enabled because there are no supported forms available.
Why are these options available in the state module if they are not supported in the software?

Answer:
Enabling these options will produce a column in the State Data Grid which provides a place to collect & aggregate that data if needed.
